I planted garlic chives in my herb garden at some time before October 19, 2014. It has been a reliable source of garlic chives ever since. The chives have relatively broad leaves, and they can substitute for scallions. In this photo, the leaves are nearly as narrow as those of onion chives, but over time they have gotten both thicker and wider. I have never seen it flower.
