I watched a Red and Black Mason wasp moving around on my back fence on November 10, 2016. They are solitary wasps that build mud cells for individual larvae or use the abandoned nests of mud daubers and other wasps. They put caterpillars, especially those of noctuid moths, in the cells as food for the developing larvae.
