I saw this wasp on the border of one of my raised beds on March 10, 2017. She was getting wood splinters for making a paper nest, as all paper wasps do. The Polistes bellicosus population seems to be centered in the Houston area, though it is also found as far as the other Gulf states, Florida, and the Carolinas.
